MAIN FUNCTIONS

Assistance in planning and implementing out the project execution plan and coordinating the project activities to achieve the milestone and goals established.
Development of design solutions.
Engineering coordination for development of project sections (parts) and following on supervision for construction and appraisal.

JOB DUTIES

Prepare and implement plans for execution for the safe design, construction, commissioning and, where required, State acceptance of project activities in accordance with KPO policies and procedures and department management instructions.
Monitor progress of design, construction, commissioning and, where required, State acceptance activities and take action to achieve the planned progress and on-time completion of the project activities.
Ensure the certification of project design, construction, commissioning and, where required, State acceptance of project activities is carried out in accordance with local rules and the laws and regulations of the Republic of Kazakhstan and ensure that all consents, licenses and approvals are received in time to achieve the planned progress and completion of the project activities.
Assist with the preparation and updating of project time schedules, reports and cost estimates.
Assist with the preparation of contracts for the supply of services, goods and materials from local, national and international suppliers in accordance with KPO contract and procurement policies and procedures.
Monitor material availability against work programs and project designs to ensure procurement is initiated in a timely manner for all materials and in particular long lead items (LLI), liaising with Engineering, C&P and Expediting Departments.
Monitor material procurement activities and where required participate in quality and expediting visits to manufacturers and vendor facilities, and take action to ensure materials are received in time to achieve the planned progress and completion of the project activities.
Ensure all brownfield project activities are carried out in accordance with the Management of Change (MOC) procedure to ensure that all changes and variations introduced by the project activities are safe and are identified, reviewed and approved by all stakeholder authorities and are fully auditable.
Ensure all project documentation and close out certification is prepared and approved in time to achieve the planned progress and completion of the project activities.
Assist in the preparation of the annual work plan and budget.

Necessary knowledge of
•              prospects for technical development of the venture;
•              decrees, resolutions, orders of authorities, management, methodical and statutory materials on engineering, construction and operation of projects
•              technical, economical, ecological and social requirements to the projects under design;
•              construction codes and rules;
•              standards, technical specifications and other guidelines development and completion of engineering design and other supporting documents;
•              standardization fundamentals;
•              construction economics and organization;
•              automation of engineering and computing works;
•              Labour protection standards and rules.

Necessary skills
•              designing techniques;
•              organization, planning and economics of designing and engineering survey;
•              advanced national and foreign skills in engineering and construction.
