A growth opportunity for a development professional who thrives on ownership, accountability, and seeing projects through from concept to completion.

Your New Employer

Our client, ELM Developments, is a privately held real estate developer, investor, builder, and owner with more than 40 years of experience creating residential, mixed-use, commercial, and purpose-built rental communities across Canada.

With over $650 million in assets under management and a development pipeline exceeding $2.3 billion, ELM has built a reputation for combining entrepreneurial thinking with disciplined execution. Unlike many organizations where development, construction, and investment functions operate independently, ELM maintains an integrated approach that provides team members with exposure to the full lifecycle of a project and the business decisions that drive it.

As the firm's purpose-built rental platform continues to grow, ELM is seeking a Junior Development Manager or Development Manager to join its Investments team. Reporting directly to Mark Zaky, Director, Development, the successful candidate will play a key role in advancing a portfolio of purpose-built rental projects across the GTA and Ontario.

This is an opportunity to join a lean, highly collaborative team where individuals are given meaningful responsibility, direct access to leadership, and the ability to make a tangible impact on projects from planning through construction and delivery.

Your New Role

You will take ownership of assigned development projects and be responsible for helping drive them through entitlement, approvals, permitting, and execution. Working closely with senior leadership, consultants, municipalities, and internal stakeholders, you will play a critical role in ensuring projects continue moving forward efficiently and strategically.

The position will involve managing development approvals, coordinating consultant teams, maintaining project schedules and budgets, reviewing technical reports and submissions, and representing ELM throughout the municipal approvals process. You will be responsible for helping align planning, design, engineering, and financial considerations while ensuring project objectives remain on track.

The role offers exposure to all stages of the development lifecycle, including Official Plan Amendments, Zoning By-Law Amendments, Site Plan Approvals, building permits, consultant management, project economics, and construction coordination. Depending on experience, the successful candidate will progressively assume greater project ownership and play an increasingly important role within the development team.

This is not an acquisitions-focused position. Rather, it is an opportunity for someone who enjoys the day-to-day realities of development management, working closely with consultants, municipalities, and project stakeholders to solve problems, maintain momentum, and create successful outcomes.

What Sets You Apart

You bring experience within a real estate development environment and have been directly involved in advancing residential development projects through the planning and approvals process. You understand how development decisions impact project outcomes and appreciate the balance between design, entitlement strategy, stakeholder management, and financial performance.

You possess a strong understanding of Ontario's planning framework, including Official Plan Amendments, Zoning By-Law Amendments, Site Plan Approvals, building permits, and related municipal processes. Experience with purpose-built rental developments is highly preferred, although candidates with relevant high-rise condominium development experience will also be considered.

You are comfortable managing multidisciplinary consultant teams, coordinating competing priorities, and building productive relationships with municipalities, agencies, and project stakeholders. You are organized, proactive, and capable of keeping projects moving forward while maintaining a high standard of execution.

An educational background in Engineering, Architecture, Planning, Real Estate, Business, or a related discipline will be considered an asset. ELM has a strong preference for individuals who combine technical understanding with commercial awareness and who appreciate how project economics influence development decisions.

Most importantly, you are someone who takes ownership. You follow through on commitments, communicate effectively, and enjoy working in an entrepreneurial environment where accountability, initiative, and continuous improvement are highly valued.

What You Can Expect

This opportunity offers direct mentorship from experienced development leaders, meaningful exposure to senior decision-makers, and the chance to work on a diverse portfolio of purpose-built rental developments at various stages of the development lifecycle.

Beyond competitive compensation and bonus opportunities, ELM is committed to investing in its people through mentorship, continuing education, professional development initiatives, and a collaborative culture that encourages growth and learning. Team members also have the opportunity to participate in ELM's employee investment program, creating alignment between individual success and project performance.

For ambitious development professionals seeking broader exposure, increased responsibility, and a clear path toward Development Manager, Senior Development Manager, and future leadership opportunities, this role offers an exceptional platform for long-term career growth.
