About the Role

We are seeking a strategic, results-driven Specialist – Procurement and Corporate Services to lead and centralize group-wide procurement, vendor management, insurance programs, premises, and fleet operations. In this pivotal role, you will establish unified procurement policies, drive cost-optimization across third-party spend categories, manage end-to-end commercial tenders, oversee corporate insurance portfolios, and ensure corporate services scale efficiently to support business growth.

Responsibilities

Procurement Policy & Governance: Own and enforce the group procurement policy—maintaining delegation of authority, segregation of duties, and competitive thresholds consistently across all operating locations.
Centralized Procurement & Vendor Management: Consolidate the vendor base, establish framework agreements on improved commercial terms, conduct end-to-end vendor prequalification (financial, statutory, and ESG vetting), and monitor supplier performance against SLAs.
Insurance Portfolio & Claims Management: Hold ownership of the group insurance program (property, business interruption, liability, fleet, and employee covers), manage competitive broker tenders, and take end-to-end ownership of claims to maximize recoveries.
Tender Management: Lead formal competitive tender processes above policy thresholds for corporate services, IT, fleet, security, and facilities, ensuring a transparent audit trail and value for money.
Premises, Facilities & Fleet Operations: Administer head office and regional office facilities, oversee the vehicle fleet lifecycle from acquisition to servicing, and enforce road safety policies.
Cross-Functional Coordination & Reporting: Partner with finance, ESG, asset management, and HR to maintain asset/contract registers aligned with development finance standards and generate regular operational spend reports.

Requirements

Educational Qualifications: Bachelor’s Degree in Supply Chain Management, Engineering, Commerce, Business Administration, Marketing, or Finance / Management Accounting (CIPS or equivalent professional qualification preferred).
Years of Experience: Minimum 8 years of relevant professional experience, including at least 3 years with direct ownership of an organizational procurement function.
Technical & Commercial Expertise: Proven track record in conducting formal competitive tenders, consolidating expenditure, managing corporate insurance programs/claims, and navigating Sri Lankan procurement, customs, taxation, and labor requirements.
Systems Proficiency: Hands-on competence with ERP or accounting systems, SharePoint, and Power BI.
Language & Soft Skills: Excellent written and spoken English proficiency (Sinhala and Tamil fluency is an advantage), backed by strong stakeholder management and negotiation skills.
